I think the blocking could be "good enough," if this is done right. The 
broadcast station servers would be located within each local ISP network. The 
hosts allowed to view the Internet streams would only be those of subscribers 
to that local ISP, as determined when the unicast session is launched. This 
should also work if the ISP wants to use IP multicast, as those can be filtered 
at egress routers, although typically they don't like that.

I agree one can circumvent this, but you know, there are also ways for 
individuals to receive OTA broadcasts and put them on the Internet. I doubt 
anyone is terribly concerned about these schemes?

No doubt, and in fact, they do. So, are the networks not concerned about Aereo? 
Or does anyone in the TV industry really believe that the issue here is 
real-time streaming, as opposed to VOD that the networks offer?

I've yet to read anything coherent against Aereo. It's always vague 
generalities about "selling other people's content," a total lack of 
appreciation for the fact that everything Aereo provides is only local FOTA 
content to local IP subscribers (Bloomberg TV excepted), and consequently 
irrelevant comparisons with cable TV systems.

Yeah, I have to agree. Nor can I blame the FCC. The best part about ATSC 3.0, 
IMO, is that we'll get to see another bunch of comparison tests, assuming it 
gets that far. I find those very interesting. Aside from that, I'd say better 
spend time on Internet solutions.
