Apart from any damage introduced by format conversion, broadcasters' biggest worry is probably overcompression of their HD signals using statmuxes in the cable head-end. Judging by the appalling quality of a lot of SD digital signals on my local cable system (which make me long for analog) they have plenty to worry about. Those consumers who are image-quality-conscious (almost all current HD owners) will avoid low-quality signals. And of course, these manipulations could be used to make one signal preferable to another. And once the format conversion has taken place, can you compare the data-rate of the passed-through signal to the original, to see what else has been done to it?
