That was totally unrelated to the Title II classification. The problem was
nothing more than a bandwidth limitation, a limitation removed with xDSL
techniques.
The only point here is that the FCC's differentiation, between "basic" service,
which they claim applies to telephone service, and "enhanced," which they claim
explains the Internet, is a false representation of fact.
The FCC could just as easily say that they want "light touch" regulation over
what people are allowed to discuss on the telephone. No one will dispute that.
The same applies to web sites. No one disputes that either. They don't need
heavy government regulation. Neither of these examples have anything to do with
the neutrality of the underlying communications service!
People want their telecom/ISP service to be strictly neutral. People want to
use web sites unaltered or unprocessed by their ISP, every bit as much as
people want their telephone conversations, or ordering flowers by phone, to be
unaltered or unprocessed by their phone company.
When the underlying communication service is provided by a monopoly, market
forces cannot provide effective self-regulation. I do not immediately jerk knee
at the sound of that word, "regulation."
