No. I am pointing out the economic value of that spectrum to the broadcasters. 
In one year they receive approximately the same amount of gross revenues as the 
telcos are about to pay to buyout "some" of the broadcasters. Typically the 
government gets the proceeds from these spectrum auctions; this time most of 
the money will go to broadcasters willing to give up their "free" spectrum.

payments is expected to grow to $20 billion annually by the end of this decade.

The FCC does not care so much about the business models of the industries. 
Craig, as much as how much the industries are grabbing from their users. The 
FOTA industry provides the news and service a democracy requires, free of 
charge to the user. The MVPD industry does not. The telco industry does not 
either.

Radio does the same thing, typically better during emergencies.

The FOTA TV broadcasters are now grabbing additional billions from their user 
via retrans consent,min addition to the billions we pay at the check-out 
counter.

I believe you are mistaken, or at least you fail to understand that
almost all of us that own homes have deeds that provide utility
right of ways to local governments.

First of all, FOTA broadcasters do not demand any such accommodations from 
us, although in fairness, some people have to live within easy sight of the 
towers. The other thing is that everyone uses the utilities, with possible 
exception of gas. But not everyone uses legacy MVPDs. So, the MVPD industry 
is given the same rights as utilities, and yet they are under nothing like 
the price constraints the utilities are governed by. So, advantages go to 
both, Craig.

Just plain wrong. The MVPDs pay for rights of way like every other utility. And 
prices keep going up for every utility. If the government succeeds in shutting 
down coal fired electric generation facilities prices will increase 
dramatically.

You are wrong. It is a major cost, but may not be the largest cost,
for SUBSCRIBERS, depending on the services they are paying for.
Other than the content they produce, MVPDs do not share in the
subscriber fees. They DO generate revenues by selling ads.

Wow, I have to repeat this again. To the MVPD subscriber, the cost of content 
is the biggest chunk of his bill.

Not mine. My Cox bill is back up to $139. 

Of that, no more than $30-40/mo is TV subscriber fees; who knows, as these fees 
are not itemized, other than the $3/mo broadcast surcharge.

My internet service is $63/mo. Taxes are $12.77/mo. 

I repeat: the content owners are already streaming to PCs, are comfortable 
with that, are comfortable with HDMI and its security. There is no technical 
reason why the limited little streaming boxes (designed for collusion) cannot 
equally digest the existing Internet streams. None, Craig. Hence, you need to 
whine to your little box vendor, and not to the FCC.

Correct. This is not a technology issue Bert. It is a business issue and has 
NOTHING to do with net neutrality.
