No. It is representation by committees, very much like any local government.
These services are controlled by representatives of the people, and not by each
individual user of the service. Hence, no difference, except in scale.
The point was a simple one Bert. People can take care of themselves
and build communities without heavy handed government regulations.
Just like above, "people" take care of themselves either by creating
committees, and then having members of these committees elect a chairman for
each, or on larger scale, local governments, state governments, and federal
government. The only difference is scale.
If competition cannot exist, these levels of government have to step in, or the
system goes haywire. "System" is the key word. Inputs, transfer function,
outputs, feedback. If that feedback loop is not available, in this instance
because competition doesn't exist to keep prices and service quality under
control, then SOMETHING has to prevent the system from going open loop. For
some odd reason, you haven't picked up on this yet.
