Yes (with minor mods for 6 MHz, HDTV, hopefully an inner interleaver).

I too believed that reasoning until 2003.

After 2003, it became obvious that whoever (plural) has been keeping 4th/5th gen stuff in short supply for so many years could just as easily have done that with COFDM. Or crippled US COFDM boxes with cheap tuners or other tricks.

It's special interests at work. The modulation excuse no longer holds any water. It has become a monotonous crutch. You know, like illiiterate kids who blame the school for their illiteracy.
