The broadcasters already exist, they can already rent out some of their

ATSC 3.0 or use ATSC 1.0 as their own 6 MHz "utility." In short, you are trying
to re-create the single-gatekeeper MVPD model using OTA spectrum. No need. A
single gatekeeper was NEVER needed, for OTA TV service. It is still not needed,
even for a more flexible OTA digital broadcast service.
Bottom line, this may be one of the most offensive and bizarre
paragraphs you have ever written.
What's offensive about saying it like it is? When you keep promoting
anti-competitive ideas, and I explain how they are anti-competitive, rather
than become indignant, you should change your tune. Single gatekeepers are by
definition anti-competitive. If absolutely necessary, so be it. If superfluous,
best do without.
It's like when you become offended when I tell you that you are
demand-inelastic. If you describe your unwillingness to be flexible, then own
it, Craig.

It's obvious. They would branch out to **net more revenues**. So what are you
claiming here? That your dictator-monopolist would somehow do better? Why would
he do better than individual broadcasters? Do you think the broadcasters are
not in business to make money?
