An MVPD cannot degrade the resolution of a station it carries. You could argue
that they may not allocate the same bit rate as the broadcast. It is also
important to note that MVPDs boxes output multiple resolutions and that cabled
MVPD systems offered analog versions of stations for many years both during and
after the DTV transition.
They never carried ATSC 1.0, and only retention of their customers caused
MVPDs to bother with HD at all, belatedly of course.
What bullsh*t
They had no reason the “carry ATSC.” They use a different modulation system.
But they have always carried the transport streams, closed captioning and audio
streams as appropriate for the capabilities of the receivers.
As I pointed out this morning, the MVPDs WERE the DTV transition for more than
85% of U.S. homes. Not just for carriage of broadcast stations, but as the
pioneers of HDTV for many communities like mine. ESPN, Discovery and many other
networks were available in HD long before our local stations offered HD.
So there's no reason to think they have to carry ATSC 3.0 or 4K quality.
Their customers might demand 4K, and that's their (the MVPDs') problem.
With retransmission consent, a station has the muscle to dictate terms to the
MVPDs. Facility based MVPDs offer “Clear QAM “ versions of local broadcasts to
comply with FCC regulations related to basic programming tiers (i.e. to work
with ATSC tuners without a STB). No reason that a 4K stream cannot be delivered
w=via Clear QAM.
