Carriage of sub channels is not required based on the 2009 FCC decision that
required "dual carriage" of both an analog and digital versions of a stations
primary signal for three years after the analog shut-off. That decision also
allows MVPD systems to carry sub-channels on a voluntary basis, but does not
require systems to carry these sub-channels.
So no, it does not require sub-channels today, nor is it likely that this would
be added during a simulcast transition. What is MORE LIKELY is that most sub
channels will be dropped entirely to make room in each market for ATSC 1.0 &
3.0 simulcasts.
The pivotal issue here is whether the FCC should permit non-simulcast streams
be transmitted, in ATSC 1.0 and 3.0. Here is the quote:
"Under the proposed rules, broadcasters who launch 3.0 must continue
simulcasting in the current DTV standard format, ATSC 1.0."
Anything suggest this only applies to the .1 subchannel?
Absolutely. There simply is not enough spectrum to require this in most larger
markets, ESPECIALLY after the spectrum on the current auction is recovered.
Actually it would be possible, but the quality would likely be no better than
NTSC with each channel reduced in resolution to fit.
Anything suggest that if the ATSC 3.0 is transmitting UHD, that the MVPDs
have to carry UHD? I don't see that implication. I don't even see anything to
suggest that HD service must be retained, for the ATSC 1.0 simulcasts.
For good reason. It is going to take some creativity to make this work. I am
pleased with the approach the FCC is taking in this NPRM. I would also add that
the purpose of an NPRM is to allow those affect to comment on these issues
BEFORE the FCC takes regulatory action via the final report and order.
