Excellent point Dale. MPEG-2 encoders have improved substantially in recent years.

This also points to another "problem."

The entire approach to DTV operations is wrong in most stations. Most facilities were built to operate at digital baseband for their convenience. A better approach would be for the networks to deliver optimized emission coded content (as Fox does), and use stream splicing for local insertions. Recompression is not a good idea, and it is even worse if the content producer took the time to use a compressionist to clean up the rough spots.
