So, you are asserting that northern california and southern california are in 
the same state?  :-)

I don't know if this is a good example of why utilities shouldn't be owned by 
municipalities, or if the people who write building codes shouldn't be part of 
an organization that owns utilities.  Upshot -- they won't be delivering 
broadband over gas lines in Palo Alto, competing with firms that pay taxes and 
franchise fees.

We know that gas lines break during earthquakes (Northridge '94, magnitude 
7.1), and although it's been a few decades, I remember attending San Diego City 
Council meetings where building code upgrades were discussed, including keeping 
the requirement for steel gas lines.  Haven't paid much attention since then.
