"They [FCC] are just the spectrum sales group for Bush,Inc." Wasn't it Pres. Bill Clinton's group that set up the whole plan to sell spectrums in auctions? The way I remember it, these sales were to provide income to reduce the deficit. So isn't aren't the sales really paying off debt incurred in the 90's or even earlier?
