You have described a "satellite-fed translator."  Whether to call a station
a translator versus an LPTV station is largely a matter of what you want to
call yourself.  An LPTV station can retransmit (with consent of the
licensee) and a translator can originate.  If local origination is more than
2 minutes per hour, a letter should be sent to the FCC.
