No, the issue is if you are producing a program with HS labor for the HS'
educational access cable channel, things are cool. As soon as you use the
same production team and money exchanges hands, specifically from an
advertiser to the broadcaster, all of the sudden the not-for-profit school
production facilities are in unfair competition with commercial production
companies who would bid on the same jobs, and the state High School Athletic
Association wants rights fees for the broadcast.
Been there, done that, in the late 80's and early 90's with a cable
channel's Local Origination channel. As soon as a "broadcaster" is
involved, everybody assumes deep pockets and wants a cut.

The High schools have most fo the equipment and plenty of free labor to produce the broadcasts; if they could get some revenue from these broadcasts they might be able to invest it in even better equipment or other programs at the schools.
