I don't know whose "reality" you are talking about, but
correct or incorrect, that 22 percent number is not what
you claim.

     - Off-air U.S. viewers - A recent Associated Press
study reportedly shows  these interesting tidbits:
          - 46% of cable boxes are digital and 52%
analog [maybe the other 2% are hybrid].  The National
Cable & Telecommunications Association (NCTA) put total
cable households at 73.2 million in February and digital
at 26.3 million in June, but many of those total
households might not use any boxes, so the new numbers
are certainly possible:
