How do you figure they will get increased localism requirements?  They can't
be added ex-post-facto, unless the Constitution has been modified without
anybody noticing.

And, the localism proceeding has evaporated.  For the second (perhaps third)
time.

It is ALSO likely that they will get significantly increased localism 
requirements.

I'm sure that will help the bottom line.
