I don't think that is the idea, at least not in Europe.

The idea is a transmitter, transmitting the exact same bits,
on each cell phone tower in the whole country.

If cell phones work, so should this. If cell phones
are cost effective, so should this be.

And the price would be less per person than cell phone
use, since there would only be one transmitter
per tower, and all receivers receive the same stuff.
