We were talking about the quality of broadcast TV images versus Digital Cinema, and Richard noted that they take great care to preserve the QUALITy of the samples (essentially near lossless coding).

I noted that the quality of Broadcast TV is often severely compromised by trying to squeeze too much into the channel.

The point is that it is better to deliver quality samples at lower spatial resolutions, than to squeeze too hard and wreck the delivered images, just for the sake of calling it HD. The streaming industry looks at the channel bandwidth and the needs of the device to determine the level of resolution to send.

Broadcasters cannot negotiate with the receivers and modify what they send, but they can select resolutions that assure that the delivered samples are of good quality.

Perhaps more important, if broadcasters choose to implement non-real time services (e.g. downloading programs to devices overnight when bandwidth is plentiful), then the broadcasts could deliver multiple versions, and devices could look at the download schedule to cache the appropriate version for the device.
