I should have pointed out that there seems to be a generational aspect to
this viewpoint.  Younger guys and gals just take it for granted that
broadcast engineers are also IT folk.

Stations with older chief engineers tend to have IT directors and Chief
Engineers.  When the Chief Engineer retires, the positions become one.

Some engineering friends who work for a certain sports network tell me 
they bemoan the fact that they have become IP technicians and usually 
find their problems are solved by rebooting the switchers, routers and
the servers that all run under windows.
In broadcasting, 'blue screen' now has an entirely new meaning...
