This is being addressed market by market by equipping the local authorizes with an EAS encoder and a telephone hybrid into the local primary radio station's EAS encoder. The local authority composes a message, connects to the radio station's EAS encoder, and delivers the alert. The radio station's encoder airs the alert and the other stations in town that monitor the primary relay the message.

Don't blame the evil Clear Channel. Blame technology that allows cheap automation. That same technology also provided a solution

According to the story, ALL SIX of their commercial radio stations were owned by Clear Channel and programmed remotely. Emergency services were unable to get anyone to break into the pre-ordained programming with evacuation news.
