Hardly gravy train, unless you think the water/sewer utilities are in a gravy
train.
The big hue and cry for Title II started as a result of the MVPD/ISP's own
questionable tactics, which only began relatively recently. Had they controlled
themselves, and thought ahead, they could have avoided this mess they're in now.
Oh well.
