The only problem with the coupon program is that the unredeemed 45
percent (or whatever the exact figure) of them out there have not yet
expired. There should still be money in the pot.
Yup, and because of that 45% (or whatever the figure is, which is close)
float, the NTIA cannot tap the second pot of money set aside for OTA only
homes.
