Note from the Philippines where they have just chosen DVB-T

"Interesting how the situation is pretty much the reverse here in the
Philippines where the networks see the upgrade to digital OTA as a
matter of survival, particularly with ABS-CBN which has always had
poor reception in the Manila area (philippines' biggest TV market)
with thier VHF2 analog channel. The story goes that they're actually
losing viewers (and ad money) to the rival GMA network which
broadcasts on the "cleaner" VHF7 frequency.  It's also been reported
that ABS-CBN will be distributing half a million(!) free set top boxes
to "test households" early next year as they roll out DVB-T

When your focus is survival and not mulitcast must carry and you
depend on OTA spectrum this is what happens.

Free receivers and quick rejection of a modulation with problems.
