True, IF every device has the requisite tuner(s).The example given in the Panasonic press release was the ability to record one show while watching another on a second TV, WITHOUT a cable box. If that TV does not have a digital cable tuner, you would need two digital tuners in the DVD recorder.
The reason I keep bringing this up is that virtually all DVRs have dual tuners - typically for watching one while recording another, but also for recording two shows that have overlapping "broadcast" times.
