Not as big a problem as has been made out to be. The network signal either went through a proc amp or a frame sync, which used network VIRS to correct the video. Then the corrected signal was switched with locally generated material, and the resulting program stream had VIRS reinserted.

The VIRS signal worked very well except for one problem; some TV stations mistakenly deleted the whole vertical blanking interval including the VIRS
in the incoming network proc. amp and reinserted their own VITS and VIRS.

Any distortion in the network signal the original VIRS could have corrected in consumer TVs got through anyway.
