Right, but somewhere along the line there's a two-way protocol to
register the mobile device. Maybe I'm not using the correct term for
this.

The way I read it, in the broadcast OMA standard, there's a two-way
protocol called the Online Certificate Status Protocol. It validates the
PKI certificate of the mobile device. A broadcaster would presumably
require this registration before the mobile device can decypt any
individual protected content. And the broadcaster can also exclude,
during the OCSP exchange, any device it knows to have been hacked.

Seems to me that a two-way link will be required at some point, even if
it is not during the entire session.
