Heh. Why not ask the small stations? Small broadcasters survive on "must carry," with no other demands. Ask them whether they would be willing to not be on the basic tier.

I think Dan was referring to the smaller cable networks, not the broadcasters who are guaranteed access to the MVPDs.

But to answer your question directly...

Not a chance. Without cable carriage small independent broadcast stations are almost worthless. These are the broadcasters that are likely to be first in line to give up their spectrum for a cash pay out.
