First, use what you got more effectively, before talking about yanking away 
someone slese's slice. The 3G spectrum can be used more effectively even before 
you spill into the new 4G spectrum. Let the cellcos migrate all of their 
services to 4G compatibly, no matter what spectrum they are using.

Then, instead of insisting that TV content needs to all be made available as 
VOD, unicast, which is very inefficient, offload TV onto broadcast RF 
frequencies.

In other words, there's no reason to cater 100 percent to the best interests of 
the cellcos. They have alternative strategies too. But strategies that are 
reasonable are only made "reasonable" when a given set of constraints is taken 
into account. If the pundits and the FCC go in assuming that the cellco 
interests alone must be supported, unconstrained by anything else, then of 
course the most wasteful alternatives will become feasible.

There's no reason to go in assuming that the "infinite bandwidth" theoretically 
possible with fiber-to-the-home MUST be duplicated (economically) in the 
wireless cell networks, obstacles be damned.
