I suppose it's a good thing to have delayed all this flurry of activity, to allow the hardware to be improved to the point of being acceptably good. I continue to believe, though, that had all this serious talk started back in 2003, i.e. after 4th gen receivers had been demoed in the field, and 5th gen tested by the CRC, the 31 December 2006 shutoff date could have been met. Maybe the urgent talk is only effective if the shutoff date is imminent. In that case, starting sometime in 2005 would have been enough to meet the 31 December 2006 analog shutoff date. The next big question is going to be whether this 18 Feb 2009 will really be a nationwide analog shutoff, or whether someone will blink and stagger the analog shutoff. The ROC Cabinet approved a measure mandating that new televisions are to be equipped with a digital television tuner starting 2006. The rule will apply to TVs measuring between 21 and 29 inches in 2007, and to sets of all sizes in 2008, the Cabinet said in a statement.
