It offers intra-mode spatial prediction and the high profiles (that
Panasonic is using in their AVC Intra prducts) add perceptual based
quantization scaling (although MPEG-2 had something similar).

I've read some papers that claim intra only H.264 is competitive with
JPEG2000, and if the end product is going to be transcoded to an AVC
emission format there is probably an advantage in starting with AVC
Intra.
