Or 720 x 480 (even 24P) at a peak bit rate of 11 Mbps as is used for DVDs. I have seen multiple studies that demonstrate that the peak bit rate requirements for a 24P SDTV stream can reach 25-30 Mbps. With DVDs we have compressionists that re-encode this difficult source to fit the bit budget. Even with this i still see DVDs with blocking artifacts.
