We had this sort of problem when South Africa was under sanctions and the economy as a whole completely plummeted. The quality of programming went through the floor (cheap sets, programming almost reaching the production quality of a camera on a tripod pointing at a theater stage). People still watched though. But that was before the internet, so the boob tube and daily newspaper were the only two sources of entertainment.
