By my count the WB currently has over 80 broadcast affiliates. That is not "a few." Your situation sounds like the WB's WeB system, which uses an existing station and the local cable company to transmit a cable channel in markets where another station isn't available or viable. These are mostly 100+ markets. I see no trend to convert the WB into a cable channel. Tribune has a 22% equity stake in the network and I'm sure they have no intention of it going cable.
