In many markets, like here in Gainesville, it is NOT available OTA. Cox Cable carries it directly and inserts local commercials for the company that actually has the rights to WB for Gainesville. That company is the local CBS affiliate, which aired some WB programs before they got the CBS affiliation. Some months back I was talking to the GM of the station. They were sending local spots to the WB operation center via Fed-X. Then WB would download the commercials to the Cox servers via satellite over night; they were hoping to work out a deal where they could just deliver the physical spots directly to Cox. In a few markets WB is still carried by broadcasters, but the trend seems to be in the direction of turning the WB into another cable network.
