What happens to the basic analog tier channels that get moved to digital only? Do they typically move to unencrypted clear QAM so those of us with QAM capable digital TV's can still get them without a cable box on basic service?

They aren't the ones forcing Comcast to drop analog CSPAN-2. It was Comcast's decision. It's a decision of the FCC and Comcast. The FCC decides what channels cable must carry, then cable decides how to allocate the remaining bandwidth. Why would any cable programmer be happy with second class status? Of course this doesn't affect the most popular cable channels, but it does damage channels like CSPAN.
