Years ago billboards covered the sides of highways and streets in the US.
Finally, the Highway Beautification Act of 1965 was passed which reduced their numbers considerably.

There are few billboards along the interstates because that was part of the Act. They are not all gone but are critically limited by this law, and some states have banned billboards altogether.

If the frequency and intensity of TV commercials continues to rise, laws will undoubtedly be passed to do for them what the Highway Beautification Act did in 1965 for billboards.

Not to mention the reaction of viewers to purchase DVR devices so they can zip passed the hated ads at rates up to 1 minute per second.

This is one of the reasons I have stopped watching most broadcast
network programming...

The tremendous decline in the quality of most network content is the
other reason.
