The original article, from which Bert derived his assumptions stated:

In terms of bandwidth needed for "critical material but not unduly so" performance recommendations are: 10.5 Mbps for 720p/50; 12.1 Mbps for 440?1080i/25; and 12.8 Mbps for 1920?1080p/25.

The proper notation should have been:

10.5 Mbps for 720p/50
12.1 Mbps for 1440 x 1080i/25
12.8 Mbps for 1920 x 1080p/25.

These numbers seem quite reasonable. And the doubling thereof by Bert for MPEG-2 is just about right.

What you are missing is the middle set of numbers is for 1440 x 1080 interlaced while the third set is for 1920 x 1080 progressive. If you actually fill the 25P container with information it can carry nearly twice as much information, not even taking into account the the icrease in horizontal resolution.
