As I said, all systems are saddled with legacy issues. DBS has to
continue to support MPEG-2 while it migrates to AVC, which means it is
either not making its AVC content available to existing MPEG-2
receivers, or it has to waste bandwidth by simulcasting.

Of course, ATSC can do likewise. As can DVB-T. All these systems can and
do use STBs as a possible transition mechanism.
