I disagree. It established the requirement that the rates the telephone and
telegraph companies could charge, from any "state, territory, or district of
the US," to any other "state, territory, or district of the US," or even to
foreign countries from these same US locations, had to be "just and
reasonable." The reason it had to was because before, there were cases when the
rates either were not reasonable, or interconnection was not even possible.
The fact that content has to flow through various infrastructures unhindered,
for reasonable rates, is almost exactly the same issue as your broadband
provider having to allow Netflix, at just and reasonable rates, without
degradation. And the history of this sort of government regulation goes back
well over a century, quite a bit over a century if you include railroad
communications.
These regulations predate the FCC by decades, Craig. That is well established.
In 1913 AT&T voluntarily agreed to interconnections between
independent exchanges and their long distance network.
The Mann-Elkins act had already required that interconnection, at "just and
reasonable" rates, in 1910, for telephone and telegraph. So what's this
"voluntary"?

What nonsense, Craig. You need to explain how multiple companies can lay
independent water and sewer systems through every neighborhood, to convince
anyone with your overly libertarian rhetoric. Wireless systems might be
different, although even there, e.g. satellite, it's also not always practical.
That is why we have anti-trust laws.
Anti-trust laws are irrelevant, when competition is *in practice* impossible.
We're going around in circles again, Craig, because you make it a habit to go
back to square 1 every time. Explain how multiple companies can install their
own sewers and water mains through every neighborhood, Craig, and then maybe
you can move ahead.
