The pre-loading of the hard drive was/is in essence a feature designed to give customers full access to current titles from the moment they received the box and plugged it in. The service dribbles movies into the box and it would take many days for it to be fully loaded from the on-air transmissions - so they fill the drive with the current movies just before it is shipped, then the box continues to update after it begins to receive the off-air signals.
