Actually, that's a perfect example of why I wasn't so keen on the DTV
Team's approach.

SVC is an extension of H.264, and it uses an H.264 base layer, yes? So
there is nothing to prevent SVC from being incorporated into ATSC, but
in the meantime we have not had to be shackled by this 720 at 24p
limitation all these years.

Back then, the same argument applied. There never was a reason why
layered coding could not be introduced at some point. But back in 2000
or whenever it was, there was no reason to create an unnecessary
obstacle to HDTV. The 720 at 24p MPEG-2 base layer would have not been
ideal for SVC anyay.
