OK, here's the deal.

MP3 started its life as MPEG-1 Layer III.

MPEG-1 Audio got incorporated into MPEG-2 as well, enhanced but backward
compatible to MPEG-1. So MP3 is also sort of MPEG-2 Layer III.

Then MPEG-2 added NBC Audio (Non Backward Compatible Audio) as a wholly
new part, much like AVC is MPEG-4 part 10.
NBC got renamed to AAC (Advanced Audio Coding) when the standard got its
final approval, and that's how the world knows it today.

Then AAC got added to MPEG-4, with some enhancements, again backward
compatible.
Then relatively recently, High Efficiency AAC got added as a profile.
Even ore recently, MPEG added parametric stereo to the mix, making AAC
even more powerful.
