Of course, but they would not cover the same market area as each of the existing big sticks. They would do a bang-up job of covering the evacuated New Orleans, though. And of course, there's nothing to prevent a big stick from being temporarily replaced by small sticks, if you accept reduced coverage. Even big sticks can be replaced by medium or small sticks, and perhaps even gap fillers here and there, until the big stick has been repaired. Or the surviving big sticks can be shared by the local broadcasters, e.g. each one getting an SD channel's worth of bandwidth. None of this is a valid excuse to slide back into the old arguments again, Bob.
