Windows media (which could be used as media transport for this) can do HD in 6mb/sec. I don't think there's going to be much image deltas frame to frame in the content, certainly nothing like basketball. Of course, there is not much action in orbit, but it could be used to relay transmissions from rovers or an exploration plane (another of NASA's projects) and, of course , the first steps of man on Mars.
