This whole topic doesn't make a lot of sense to me. Seems like MVPDs and
OTA broadcasters are being made to follow a different set of rules. The
MVPDs can use economies of scale, while OTA broadcasters are expected to
operate like mom and pop corner stores. Everyone knows that in this day
and age, mom and pop operations have a real tough time surviving.

Here's an idea. Instead of trying to force the local OTA affiliate model
onto the MVPD networks, why not do this the other way around? Why don't
we allow OTA broadcasting to operate under the SAME rules as MVPDs? No
national caps. No having to deal with "local agents" in every market. No
limits on where they can go for their source material, including news.
Just keep the local caps in place.

Treat OTA broadcasting as just another distribution option.
