That is true, sometimes.  This is where Windows Media deviates from, and is 
imcompatible with, VC-1.

On the other hand, having subsetted Windows Media and run it through SMPTE's 
rubber-stamping process, Microsoft will support all of
VC-1 and more.  So future Microsoft products will be a superset of SMPTE VC-1.  
Embrace and extend never sleeps.

I read somewhere once on the MSFT site that they encode in 4:1:1 when you say  
you want to keep interlace.  Dunno if that is still
