Why should it? The Internet does not either - they do provide for several

According to Rick Merritt, the reporter who wrote the EE Times article, the FCC
is not looking for new standards. The words the FCC uses certainly indicate
legacy thinking, but implementing a sensible solution does not need to parrot
those words to the letter.
For example, the mention of "channels" does not need to be taken literally. You
can provide the info in those "channels" using IP streams, both linear and on
demand.
Also, the MVPDs already have TVE service which artificially emulates their
current geographical limitations (by only allowing certain subscribers access,
depending on their home address). So honestly, even if the FCC is thinking
legacy in terms of neighborhood restrictions, there's simply nothing new needed
here, to meet the spirit of the law for this purpose.
