1. Co-locate servers in the cable head ends (or use regional servers and satellite/broadband to get the signals to the cable head ends. This would allow them to operate local sales operations to sell the ads. Regional operation centers could also provide local news/weather much like the way Sinclair regionalized their news operations.

2. Let the cable companies sell and insert the local ads, essentially duplicating the role of the local broadcast stations. But the networks would be able to cut much better deals and keep ALL of the subscriber fees.
