Senator John Kerry is tying communications failures in the Katrina=20
disaster to the DTT transition.  Senator John McCain has been doing=20
similar with the 9/11 disaster.

We have no investigative report on Katrina yet, but I suspect that=20
communications failures were related to downed and damaged towers,=20
severed cables, loss of power, flooded and damaged equipment, and human=20
error.  I will be extremely surprised to learn that they had anything to

do with available spectrum or frequencies used.

In the case of 9/11, we DO have a document to which we can refer, the=20
9/11 Commission Report.  They note, among other things, that the Port=20
Authority police had 16 channels available on their radios but used only

one and that the fire department needed to push two buttons to activate=20
repeaters installed in the World Trade Center after the 1993 attack but=20
pushed only one.  There are other citations of human error but none I=20
could find regarding available spectrum or frequencies used.  In fact,=20
the 9/11 Commission Report notes specifically that the radios that WERE=20
used that day operated in the UHF band, within less than an octave of=20
the frequencies that will be freed after the DTT transition.

Let us, as informed members of the public, try to disabuse others of the

notion that the DTT transition will solve the communications problems of

9/11 or Katrina.
