A study that discovers the obvious. The only way industry can self-regulate is 
if there is adequate competition. Lacking that, regulation of some type is 
required.

This study did not mention that having a neutrality mandate discourages 
municipal or other broadband providers from entering into the market, and other 
articles we have read flatly rejected that notion, or the idea that investment 
in infrastructure is reduced.
